In 2017, Human Constanta opened a free legal office in Belarus to protect the rights of foreign nationals and stateless persons. In 2021, Human Constanta, like many other civil society organisations in Belarus, was subjected to unjustified persecution and forced liquidation, which significantly impeded human rights and humanitarian work within the
country. The physical offices in Minsk and Brest were closed, and in-person consultations were discontinued. The team had to develop new approaches and tools to continue advising foreign nationals and stateless persons on
protecting their rights in Belarus and to respond to the humanitarian crisis on the border between Belarus and European Union (EU) countries, which began in the summer of 2021 and was ongoing at the time of writing this report.

This report provides an overview of the free legal office’s activities, the nature of the requests received, and the legislative and law-enforcement issues encountered in Belarus in 2025.
